Public high school students statewide may enroll in free online learning courses offered as part of a new state-funded program called the CT Virtual Learning Center. The courses, which begin next month, are aimed at students at risk of falling behind and those interested in electives not offered at every school. It will be up to each school whether to grant students credit for the online
